Human Resources

The Human Resources Department handles all aspects of the employment process for the City of Bay City. The department is also responsible for orientation, classification, training, employee relations, employee record-keeping, and wage/salary and benefit administration of city employees. The department serves as an information center for employees and management.

The Human Resources Department also negotiates and administers the various collective bargaining agreements with exclusively recognized units of City of Bay City employees. The department also acts as an advocate for the city in arbitration, unfair labor practice and unemployment compensation hearings. Other support duties include processing grievances, investigating complaints that could result in disciplinary action for city employees, and interpretation and enforcement of collective bargaining agreements, city policies, rules and regulations.
