Budget Billing Program

To make your household budgeting easier, consider signing up for our budget bill program. There is no charge for this program. 

Online Bill Paying

Bay City Electric Light and Power customers have the option to pay their utility bill online with a credit card. A minimal processing fee will apply.

Direct Bill Payment

Automatic bill pay directly from your checking or savings account is available. Contact Utility Customer Service at (989) 894-8104 to enroll.

How to Read Your Utility Bill

Each month you receive a utility bill from the City of Bay City. The bill includes a list of charges and rates that have been applied to your account based on your household's usage for each utility during that billing cycle. This informational guide will help customers understand their utility bill.

Shutoff Rules

A shutoff policy was adopted which includes a Winter Protection Plan for senior citizens, customers with physical or mental disabilities, full time active military personnel, customers who are receiving assistance from the state, and those with limited incomes.
