The City of Bay City is administering a survey to City residents, neighborhood groups, businesses, developers, and public and private sector service providers to assess community needs in the areas of housing and community development. The survey is open until June 28th.

In addition, the City of Bay City will hold a public hearing to receive citizen view’s on Housing and Community Development needs and what priority those needs have as a part of the planning process for the 2020-2024 Five Year Consolidated Plan/Annual Plan to HUD.

This public hearing is being conducted in accordance with the April 1, 2020 U.S. Department of Housing and Urban Development Memorandum entitled Availability of Waivers of Community Planning and Development (CPD) Grant Program and Consolidated Plan Requirement to Prevent the Spread of COVID-19 and Mitigate Economic Impacts Caused by COVID-19. The public may listen to this hearing via Zoom teleconference and participate in this hearing by calling a dedicated phone number. The teleconference phone number and access code will be posted on the Bay City website for this hearing at least 72 hours before the hearing or you can comment in writing as described below.

The Community Development Block Grant (CDBG) Program is a federal program which permits a community to receive an annual grant which shall be used to fund a variety of activities that benefit low to moderate income people, in addition the HOME Investment Partnership Program (HOME) targets affordable housing activities. As a condition to receive annual CDBG & HOME funding the City of Bay City is required to submit a Five-Year Consolidated Plan for Housing and Community Development and an Annual Plan to the U. S. Department of Housing and Urban Development (HUD). The survey and public hearing will offer city residents an important opportunity to assist with the process of establishing priorities for future annual expenditures of CDBG and HOME funds.

City Staff will be present to receive citizen comments and as well as provide information on the Community Development Block Grant and HOME Program, the Consolidated Planning process and the City’s past performance on the Community Development Block Grant Program.


The Bay City’s Community Development Department will act as the lead agency for the preparation of the Consolidated and Annual Plan. All comments received will be summarized and submitted to the HUD along with the final version of the 2020-2024 Consolidated Plan and 2020 Annual Plan on or about August 14, 2020.
