NOTICE OF PUBLIC HEARING

 

HOME PROGRAM Planning Process – City of Bay City Substantial Amendment to the FY2021 Annual Action Plan to add 2022 American Rescue Plan (ARP) Funds Allocation Plan

 

The City of Bay City will hold a public hearing to receive citizen input on community development needs as part of the planning process required in the preparation of the City of Bay City’s HOME-ARP Allocation Plan and FY2021 Annual Action Plan Substantial Amendment submission to HUD.  The location, date and time of the hearing is as follows.

 

January 25th, 2023 - City Hall (301 Washington Ave., Commission Chambers) -  4:00PM-6:00PM

                                                            

The City of Bay City was awarded $761,876 in Home Investment Partnership Program – American Rescue Plan (HOME-ARP) funds in a one-time allocation from the U.S. Department of Housing and Urban Development (HUD). The HOME-ARP Allocation Plan is required by HUD for the City of Bay City to receive federal HOME-ARP grant funds. The HOME-ARP Allocation Plan is a strategic plan detailing the allocation of funding to assist individuals or households who are experiencing homelessness, at risk of homelessness, and other vulnerable populations, by providing affordable housing, rental assistance, supportive services, and/or non-congregate shelter, to reduce homelessness and increase housing stability. The Allocation Plan will describe how the City of Bay City will use its allocation and identify any preferences for eligible activities. The addition of HOME-ARP funds requires a substantial amendment to the FY2021 Annual Action Plan.

 

Citizens and Stakeholders are urged to attend this public hearing to participate in the development of the City of Bay City’s HOME-ARP Allocation Plan and FY2021 Annual Action Plan Substantial Amendment.

 

To comment on the HOME-ARP Allocation Plan and FY2021 Annual Action Plan Substantial Amendment planning process please contact:  Community Development Office, Room 207, City Hall, (989) 894-8158.  This office is open Monday thru Friday 8:00am -4:00 pm.   

 

All comments received will be summarized and submitted to HUD along with the final version of the HOME-ARP Allocation Plan and FY2021 Annual Action Plan Substantial Amendment on or about March 31st, 2023. A public hearing will be held to review the draft HOME-ARP Allocation Plan and FY2021 Annual Action Plan Substantial Amendment at least 30 days prior to the submission date.
