COMMUNITY DEVELOPMENT BLOCK GRANT/HOME PROGRAM

Fiscal Year 2021/2022  and 2019/2020 CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT

The City of Bay City will hold a public hearing to receive citizen’s views on community development needs as part of the annual planning process for the City’s 2021- 2022 Community Development Block Grant (CDBG) and HOME Program Annual Plan submission to HUD.

The public hearing will also receive citizens views on Bay City’s 2019/2020 Consolidated Annual Performance Plan (CAPER).

 A Public Hearing will be held on:    March 3, 2021                 4:00 pm – 5:00 pm

ANNUAL PLANNING PROCESS

The U.S. Department of Housing and Urban Development (HUD) awards Federal CDBG and HOME funds to the City of Bay City annually under authority of the Cranston-Gonzales National Affordable Housing Act, as amended.   The City allocates these grant funds to a variety of housing, public service and community development-related activities that benefit low and moderate-income city residents and neighborhoods.  These activities include home repair, home ownership, public improvements, public services and other eligible activities.  This funding is made available to the City following submission of an acceptable annual plan to HUD.  

CONSOLIDATED ANNUAL PERFORMANCE REPORT (CAPER)

Bay City’s Consolidated Annual Performance Report for the program year ending June 30, 2020 will be open to comment at the February 3, 2021 public hearing.  The CAPER is an evaluation and performance report required by HUD at the end of each fiscal year.  The 2019/2020 CAPER is may be viewed at www.baycitymi.org

Public Comment Period and Process:
