A Public Hearing for the Substantial Amendment of Bay City’s 2020-2024 Consolidated Plan to HUD is being conducted in accordance with 24 CFR 21. 105 (c)(2) of the federal regulations relative to citizen participation for Community Planning and Development Programs.  


Bay City is proposing the following amendment:

  • The development of 10 affordable rental units for young adults at the age of 18-22. 

The development of affordable rental housing is consistent with and a high priority in the 2020-2024 Consolidated Plan.   A substantial amendment is needed for the development of rental housing specifically targeted for young adults at the age 18-22.

Public Comment Period and Process:

The Substantial Amendment will be available for a 30-day public review and comment period from February 16, 2024 – March 18, 2024. The substantial amendment can be viewed at:

Fiscal Year 2024/2025

The City of Bay City will hold a public hearing to receive citizen input on community development needs as part of the annual planning process required in the preparation of the City’s 2024/2025 Community Development Block Grant (CDBG) and HOME Program Annual Plan application submission to HUD.  The location, date and time of the hearing is as follows.

The U.S. Department of Housing and Urban Development (HUD) awards Federal Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds to the City of Bay City annually under authority of the Cranston-Gonzales National Affordable Housing Act, as amended.   The city allocates these grant funds to a variety of housing, public service and community development-related activities that benefit low/ moderate-income city residents and neighborhoods.  The Annual Plan follows priorities and projects identified in the Five-Year Consolidated Plan.  The Consolidated Plan provides a housing assessment, homeless and community development needs as well as goals and priorities to be followed in the annual plan.

The Department of Environment, Great Lakes, and Energy (EGLE), Water Resources Division (WRD), proposes to reissue a permit to City of Bay City for the Bay City Municipal Separate Storm Sewer System located in Bay County, Michigan. The applicant discharges storm water to surface waters of the state of Michigan.

The draft permit includes the following modifications to the previously issued permit: Permit language has been revised to incorporate updated references and terminology. The Total Maximum Daily Load Implementation Plan is now required as part of the Storm Water Management Program.

Persons wishing to submit comments on the draft permit should do so through MiEnviro Portal. Go to, select ‘Public Notice Search,’ search for this public notice by entering the permit number into the search field, click ‘Search,’ click ‘View,’ click ‘Add Comment,’ enter information into the fields, and then click ‘Submit.’ Comments or objections to the draft permit received by February 21, 2024, will be considered in the final decision to issue the permit, as will comments made at a public hearing should one be requested and held by the Department on the draft permit.

Any person may request the Department to hold a public hearing on the draft permit. The request should include specific reasons for the request, indicating which portions of the draft permit constitute the need for a hearing. If submitted comments indicate significant public interest in the draft permit or if useful information may be produced, the Department may, at its discretion, hold a public hearing on the draft permit.
