The Zoning Board of Appeals is authorized by the Michigan Zoning Enabling Act and the city's zoning ordinance to hear and make decisions on applications for variances from zoning regulations, appeals of decisions made by Planning and Zoning Department staff in the administration of zoning regulations, and requests for interpretations of zoning regulations and the location of zoning district boundaries.

The Planning Commission is responsible for the adoption of a long-range master plan for the physical development of Bay City. It also has jurisdiction over all new commercial construction in the city through the site plan review process and on special uses within zoning districts. It makes recommendations to the City Commission on matters relating to the vacation of streets and alleys, and zoning ordinance amendments such as rezonings.

In 2005, to promote the preservation of historic buildings and help protect the heritage of the City's built environment, the City adopted a historic preservation ordinance and formed a Historic District Commission (HDC). The HDC's authority is derived from PA 169 of 1970 as amended. The HDC is empowered to hold public meetings for the purpose of reviewing architectural and design elements for buildings in the Historic District and granting certificates of approval in accordance with the City's Historic Preservation Ordinance, Chapter 64.
The HDC members volunteer to serve and are appointed by the City Commission. The HDC reviews work in the City's historic district to carry out the procedures set forth in Bay City's historic preservation ordinance in conjunction with the Secretary of Interior's Standards for Rehabilitation.

The Bay City Citizens District Councils advise the city government with respect to programs for the orderly growth, development and redevelopment of the area. They keep the residents of the district informed about development plans and other issues of concern. They also promote better relations between local government and residents, and encourage active citizen participation in building a better community. Members are elected by the residents of the district. They must live in or own a business in the district.
