PUBLIC COMMENT PERIOD & NOTICE OF PUBLIC HEARING

DRAFT 2023/2024 ANNUAL ACTION PLAN

Presented below is the Draft Annual Plan for the 2023/2024 Federal Program Year (July 1, 2023 - June 30, 2024).  This is to provide notice that a formal 30 day comment period on the Annual Action Plan to the Department of Housing and Urban Development (HUD) will commence on June 22, 2023 and will conclude on July 21, 2023.  During this period, copies of the Five-year Consolidated Plan and the Annual Plan may be reviewed at the following locations:

City Hall, 301 Washington Avenue, Bay City, MI  48708

A PUBLIC HEARING will be held to gather comments on the draft Annual Plan on:

ANNUAL ACTION PLAN

The City of Bay City’s Annual Action Plan for the 2023/2024 Program Year will include the expenditure of the following funding sources:

2018/2019 Reprogrammed CDBG Funds      $   441,344

HOME 2023 Entitlement                                $   281,006

Purchase/Rehab/Resale–Bay Area Housing   $150,000 (HOME)

Tenant Based Rental Assistance                     $131,006 (HOME)

Low/Mod Sidewalk Replacement                  $300,000

Client Based Sidewalk Program                     $100,000

Park Development/Maplewood Park              $541,344

LOCATIONS

The above activities will be carried out within low and moderate-income neighborhoods and to low to moderate-income residents within the City of Bay City.

LEAD AGENCY

The City of Bay City’s Community Development Department will act as the lead agency for the implementation and monitoring of these activities.
