SUBSTANTIAL AMENDMENT
2018 & 2019 ANNUAL PLANS
CDBG Funding
CDBG-CV Funding
A Substantial Amendment is required when the City of Bay City makes an amendment to an adopted Consolidated Plan and/ or an Annual Action Plan. This is to provide notice that a formal 30 day comment period on the substantial amendment to the 2018 & 2019 Annual Plans to the Department of Housing and Urban Development (HUD) will commence on June 22, 2023, and will conclude on July 21, 2023.
A Public Hearing will be held on:
June 22, 2023 Room 306 - City Hall 4:00 pm – 5:00 pm

AMENDMENT:
Bay City is proposing the following amendment:
- Utilizing $100,000 in 2018 CDBG funds for low/income sidewalk replacement program
- Utilizing $175,377 in 2018 CDBG funds for Maplewood Park improvements
- Utilizing $165,967 in 2019 CDBG funds for Maplewood Park Improvements
- Utilizing $217,836 in CDBG-CV funds for Maplewood Park Improvements
Sidewalk replacement and park improvements are consistent with and are priorities in the 2015-2019 Consolidated Plan.
CDBG-CV projects require a substantial amendment of the 2019 Annual Plan.
Public Comment Period and Process:
The Substantial Amendment will be available for a 30-day public review and comment period from June 22, 2023, thru July 21, 2023. The substantial amendment can be viewed at:
