2020- 2024 Consolidated Plan
2020-2021 Annual Plan
The City of Bay City has prepared a draft Consolidated and draft Annual Plan. The draft Consolidated Plan covers the period 2020 and the draft Annual Plan covers the period July 1, 2020 – June 30, 2021. This is to provide notice that a formal 30-day comment period on the Consolidated Plan and Annual Plan will commence on July 13, 2020 and will conclude on August 12, 2020. During this period copies of the Consolidated Plan and Annual Plan may be reviewed at the following location:

This public hearing is being conducted in accordance with the April 1, 2020 U.S. Department of Housing and Urban Development Memorandum entitled Availability of Waivers of Community Planning and Development (CPD) Grant Program and Consolidated Plan Requirement to Prevent the Spread of COVID-19 and Mitigate Economic Impacts Caused by COVID-19. The public may listen to this hearing via Zoom teleconference and participate in this hearing by calling a dedicated phone number. The teleconference phone number and access code will be posted on the Bay City website www.baycitymi.org for this hearing at least 72 hours before the hearing or you can comment in writing as described below.
The Community Development Block Grant (CDBG) Program is a federal program which permits a community to receive an annual grant which shall be used to fund a variety of activities that benefit low to moderate income people, in addition the HOME Investment Partnership Program (HOME) targets affordable housing activities. As a condition to receive annual CDBG & HOME funding the City of Bay City is required to submit a Five year Consolidate Plan for Housing and Community Development and an Annual Plan to the U. S. Department of Housing and Urban Development (HUD).
The City of Bay City’s Consolidated Plan includes an estimate of the numbers and needs of various categories of lower income rental and owner households; an estimate of the City’s non-housing community development needs; an estimate of the needs of homeless families and individuals; an estimate of the needs of special needs populations; lead-based paint abatement needs; assisted housing needs and an inventory of various types of assisted and non–assisted housing. The Consolidated Plan also discusses barriers to affordable housing; the institutional structure and identifies gaps affecting the provision of affordable housing. Objectives and strategies are to be implemented pursuant to three statutory goals with low income and extremely low-income persons as the primary beneficiaries. The three statutory goals are: provision of decent housing; provision of the suitable living environment and expansion of economic opportunities
Annual Action Plan
The City of Bay City’s Annual Action Plan for the 2020/2021 Program Year includes the expenditure of $1,248,578 in Community Development Block Grant funds and $192,166 in HOME funds. The City of Bay City proposes to fund the following activities as a part of the 2020-2021 Program.

The above activities will be carried out within low and moderate- income neighborhoods and to low to moderate-income residents within the City of Bay City.
The Bay City’s Community Development Department will act as the lead agency for the preparation of the Consolidated and Annual Plan. All comments received will be summarized and submitted to the HUD along with the final version of the 2020-2024 Consolidated Plan and 2020 Annual Plan on or about August 14, 2020. HUD has a 45-day review period.
