Public Safety Response to Arraignment of Suspects

June 2, 2021 BAY CITY MICH:  On Tuesday, June 1, 2021, Parell Moskal, an 18-year-old Bay City resident, was arraigned on a single charge of Open Murder in the shooting death of Taylor Lall that occurred on Monday, May 24, 2021 behind a convenience store at 603 Garfield Avenue.

On Wednesday, June 2, 2021, Curtis Leaman, a 26-year-old Bay County resident, was arraigned on seven felony charges in connection with the shooting incident that occurred on Friday, May 21, 2021 in the area of East Midland Street & South Linn Street.  Leaman’s charges include Possession of a Firearm by a Felon, Felonious Assault, Carrying a Dangerous Weapon with Unlawful Intent, Carrying a Concealed Weapon, and three counts of Felony Firearm.

Both incidents (Garfield Avenue and Midland Street) are separate investigations that involve some of the same individuals.
