HOME INVESTMENT PARTNERSHIP PROGRAM
When the City of Bay City finds it necessary to make an amendment to a Consolidated Plan and an Annual Action Plan after their adoption a substantial amendment is required. A Public Hearing for the Substantial Amendment of Bay City’s 2015, 2016, and the 2018 Annual Plans will be conducted on September 19, 2022.
Bay City is proposing the following amendment:
• Utilizing up to $12,542 in 2015 HOME funds for the development of rental housing.
• Utilizing up to $18,521 in 2016 HOME funds for the development of rental housing.
• Utilizing up to $186,048 in 2019 HOME funds for the development of rental housing.
A substantial amendment is needed as the development of rental housing was not a listed project in the 2015, 2016, and the 2018 Annual Plans. The development of affordable rental housing is consistent with and a high priority in the 2015-2019 Consolidated Plan.

Public Comment Period and Process:
The Substantial Amendment will be available for a 30-day public review and comment period from September 19, 2022, thru October 18, 2022. The substantial amendment can be viewed at:

Citizens wishing to submit written comments during the public review and comment period may email or mail them, postmarked no later than October 18, 2022, to the following:
