Public Hearing Substantial Amendment - Annual Plan




2015, 2016 & 2019 ANNUAL PLANS


When the City of Bay City finds it necessary to make an amendment to a Consolidated Plan and an Annual Action Plan after their adoption a substantial amendment is required.  A Public Hearing for the Substantial Amendment of Bay City’s 2015, 2016, and the 2018 Annual Plans will be conducted on September 19, 2022.  


Bay City is proposing the following amendment:

    Utilizing up to $12,542 in 2015 HOME funds for the development of rental housing. 

    Utilizing up to $18,521 in 2016 HOME funds for the development of rental housing. 

    Utilizing up to $186,048 in 2019 HOME funds for the development of rental housing.  

A substantial amendment is needed as the development of rental housing was not a listed project in the 2015, 2016, and the 2018 Annual Plans. The development of affordable rental housing is consistent with and a high priority in the 2015-2019 Consolidated Plan.    

A Public Hearing will be held on:

September 19, 2022         Commission Chambers - City Hall         6:00 pm

Public Comment Period and Process:

The Substantial Amendment will be available for a 30-day public review and comment period from September 19, 2022, thru October 18, 2022.  The substantial amendment can be viewed at:

City Hall, 301 Washington Avenue, Bay City, MI  48708, Room 207 and/or

Citizens wishing to submit written comments during the public review and comment period may email or mail them, postmarked no later than October 18, 2022, to the following:
