Snow & Ice Removal on City Streets

The City of Bay City's snow and ice control efforts are intended to make your winter driving experience as safe as possible in order for all of us to access places of employment and emergency services. The success of our community's effort to cope with winter weather depends on how well government, citizens and the news media work together. 

When it snows, residents are encouraged to listen for media broadcasts announcing special snow clearance plans. 

Street Parking
Please refrain from parking on City streets whenever snowfall conditions require that residential streets be plowed. Parked cars can cause delays in plowing "your" street. Optional parking locations have been identified and the map is available below.

Sidewalk Snow
Property owners are responsible for keeping sidewalks clear of snow and ice within 24 hours after a snowfall. Please do not deposit snow upon any public property, including streets.  

Snow & Ice Removal Priorities
The following is the city's snow and ice removal schedule in priority order (Depending upon the severity of the storm, these priorities may change):

  • Emergency vehicle routes, state highways/trunk lines, major streets and bridges
  • School routes
  • Business districts
  • Residential streets and parking lots
  • Alleys

Declaration of a Major Snow Event
Under circumstances, outlined in Sec. 102-88 of the Code of Ordinances, the City Manager is able to declare a major snow event with the consultation and recommendation of the Director of Public Safety and Director of Public Works. Under this, cars parked on the roadway must be moved in advance of major snow accumulations so that the plows can do their work. Notification will be made through multiple sources. 

Removal of parked vehicles. After the initial notice of a major snow event has been given as provided in this section, a motor vehicle parked on any roadway within any area designated shall be removed in accordance with the following schedule:

(1) Within two hours for any motor vehicle parked on state trunk lines and streets designated as major streets by the city's street plan; and

(2) Within eight hours for any motor vehicle parked on streets designated as local streets by the city's street plan.
