1. What are your business hours?

The Treasurers/Utility Customer Service Department MAIN LOBBY is open from 7:00 AM - 5:00 PM and our PAYMENT ONLY WINDOW is open from 8:15 AM - 5:00 PM MONDAY through FRIDAY.

3. Why can’t I pay my bill at the Payment only Window (POW) without a billing statement?

The payment only window was created to be an express window, to facilitate the quick processing of payments. The entire statement with the payment stub is required to process the payment into our utility billing software.

4. Why do I have to pay the Customer Charge for my water, sewer, electric and trash if the meter(s) is off?

The customer service charges are assessed to every address that has meters and lines available for service whether or not they are being used. A city ordinance was adopted to assess these charges so the infrastructure can be maintained.

5. Why do I have to pay monthly trash charges even if I don’t have trash picked up every week?

A City Ordinance was adopted to allow trash charges on all electric accounts. This monthly fee is assessed to the utility bill for all occupied and unoccupied homes. Prior to the Ordinance, the charges were assessed to the property owners Tax Bill.

6. Why does your online payment balance differ from my actual balance if a payment has been made?

Currently our website does not post payments in real time. The balance shown online is identical to the billing statement issued for that month.

7. When are property taxes payable at the Bay County Treasurer?

Beginning March 1 all unpaid residential taxes are payable to the Bay County Treasurer at 515 Center Ave, Bay City, MI 48708. Their phone number is 989-895-4285.

8. When will I receive my bill?

Utilities are billed on a monthly basis and are divided into four billable cycles identified as Book 1, Book 2, Book 3, and Book 4. The billing department generates a billing statement weekly. The book defines the date your billing will be generated as well as your monthly due date.

9. How do I restore Utility Services after a shutoff for non-payment?

If your service has been disconnected for non-payment, please contact the Utility Customer Service Department at 989-894-8104 or our office located at 301 Washington Ave, Suite 106.
