The Planning Commission is responsible for the adoption of a long-range master plan for the physical development of Bay City. It also has jurisdiction over all new commercial construction in the city through the site plan review process and on special uses within zoning districts. It makes recommendations to the City Commission on matters relating to the vacation of streets and alleys, and zoning ordinance amendments such as rezonings.

The Bay City Citizens District Council advise the city government with respect for the orderly growth, development and redevelopment of the area. They keep the residents of the district informed about development plans and other issues of concern. They also promote better relations between local government and residents, and encourage active citizen participation in building a better community. Members are elected by the residents of the district. Members must live in, own a business in, or have a demonstrable interest in the district.
