Housing Improvement Strategy
The Housing Improvement Strategy is the onset of the City’s long term plan to improve the overall housing condition of our community. As staff moves forward with the steps outlined in the plan, updates will be provided via this communication channel. Brownfield Redevelopment Authority
The Brownfield Redevelopment Authority is responsible for review and adopting Brownfield Redevelopment Plans to promote the revitalization of properties that are functionally obsolete, blighted or environmentally distressed throughout the City.

The American Rescue Plan Act of 2021 (ARPA) dedicated more than $31 million to the City of Bay City to respond to the COVID-19 Public Health Emergency and/or allow for the creation of an economic boost following the wake of the COVID-19 pandemic. The city commission has previously voted to approve funding for community organizations and groups that have emergency or immediate needs under the consideration that they meet the given criteria. The remaining funds are grouped into five categories: infrastructure, neighborhood stability, health & human services, business community, and childcare & education. The five categories have been broken up into four subcommittees: Increase Population: Focus on neighborhood stability and infrastructure. Social Mobility: Focus on increased business and health and human services. Children Thrive: Focus on child care, education, and youth support services. Immediate Needs: Focus on community organizations and groups that could utilize immediate or emergency funding. Each subcommittee will meet at separate times.
